MNRE clarifies ALMM List-II exemptions for PV cells – Solarbytes

The Ministry of New and Renewable Energy, an India-based authority, has clarified ALMM List-II applicability for PV cells. Bidding projects are exempt when submissions closed by 31 August 2025 and remained live on 28 July 2025. Conditions requiring ALMM List-II cells remain valid for bids submitted between 9 December 2024 and 28 July 2025. Net-metering and open access projects commissioned by 31 December 2026 are exempt, while ALMM List-I modules remain mandatory. Residential rooftop projects under PM-SURYA GHAR are exempt until 31 March 2027 when applications use the national portal. Government rooftop projects follow date-based conditions, while non-government behind-the-meter captive plants are exempt from both ALMM lists. Government and public sector captive projects commissioned after 31 December 2026 must use listed modules and listed cells. The clarification does not alter the existing Domestic Content Requirement provisions applicable under MNRE schemes.
