Colombia’s National Environmental Licensing Authority (ANLA) has granted an environmental licence for two solar PV projects with a combined installed capacity of 557 MW in Río de Oro, Cesar department (ANLA press release, 05/08/2026). The projects are being developed by Gestión Grupo Solar Colombia S.A.S., and consists of the Turpiales and the Los Nogales projects, with a capacity of 279 MW each. 
The licence also authorises the construction of approximately 67 km of access roads, 14 watercourse crossings and forestry clearance covering 598 hectares. According to ANLA, the project will be subject to environmental management, monitoring and compensation measures throughout its development and operation.
According to the announcement, the approval increases the total solar capacity licensed during the current administration to 5.9 GW, supporting Colombia’s efforts to cut GHG emission by 51% in 2030, compared to a business-as-usual scenario (Enerdata’s Global Energy Research).
