Colombia's national environmental licensing authority approves two photovoltaic farms totaling 557.2 MW in the Cesar department, developed by Gestión Grupo Solar Colombia.
The Autoridad Nacional de Licencias Ambientales (ANLA), Colombia’s national environmental licensing authority, has granted the license for the Parques Fotovoltaicos Turpiales y Los Nogales project, developed by Gestión Grupo Solar Colombia S.A.S. The project, located in the municipality of Río de Oro, Cesar department, calls for a combined capacity of 557.2 MW in alternating current (AC). The authorization follows a technical, legal and environmental evaluation process conducted by the agency.

The Turpiales park will occupy an approximate area of 296.16 hectares, with an installed peak capacity of 348 MWp in direct current (DC) and a nominal capacity of 278.6 MW in alternating current (AC), through the installation of 392 photovoltaic modules with a unit capacity of approximately 710 Wp. The Los Nogales park, covering around 347.37 hectares, will feature a peak capacity of 342.55 MWp in direct current (DC) and a nominal capacity of 278.6 MW in alternating current (AC), through the installation of 776 photovoltaic modules of similar unit capacity.
The project includes the construction of 67,189.78 meters of new access corridors, corresponding to internal roads and interconnection accesses required for the development of the parks. These corridors will allow the movement of personnel, machinery, equipment and materials to the module installation areas, substations, and excavation material deposit zones (ZODME). The license also authorizes a single forest-use permit covering 597.73 hectares, corresponding to 111,232 tree specimens, for a total authorized volume of 62,380.14 m³. Fourteen riverbed occupations have also been approved, subject to compliance with the management, monitoring and environmental compensation measures set by the authority.
With this decision, the total capacity of solar projects licensed by ANLA since the current government took office reaches 5.9 GW, according to the agency. The authority states it has approved 150% more photovoltaic projects between 2022 and 2026 compared with the previous government’s term. These authorizations are part of Colombia’s strategy to diversify its energy mix and strengthen the Sistema Interconectado Nacional (SIN, national interconnected grid), supported by Fuentes No Convencionales de Energía Renovable (FNCER, non-conventional renewable energy sources).
