QUINCY, Illinois – Quincy city council heard from a long string of residents opposing proposed plans for two solar panel farms just north of Nieders Lane, but it appears the project permit is advancing to the next step in the approvals process.
On July 28th, the the city’s planning commission approved a special use permit to the petitioner, Arena Cavern Solar of Chicago.
The proposed building site, originally zoned for agriculture, sits above the JM Huber caves, where mining operations take place.
Many residents are doubling-down in their opposition, citing concerns around potential noise, poor planning, neighborhood impacts, the risks of stressing the underground mine and more.
But after discussion with Quincy Planning and Development Director, Jason Parrott, the council narrowly agreed to approve the special permits.
The city is still expected to draft an official ordinance and that’ll have to pass three readings before the project can advance.
