The 5 GW program is designed to provide the necessary financial impetus to make floating solar competitive with ground-mounted utility-scale projects. However, the core challenges identified by developers involve more than just capital expenditure. Reservoir access remains a significant bottleneck, as project developers must coordinate with irrigation and water resource departments, which often have competing priorities. Furthermore, the technical complexity of anchoring systems and floating platforms in varying water depths requires specialized engineering capabilities that are not yet standardized across the Indian market.
For EPC contractors and solar developers, the shift toward floating solar represents a high-barrier-to-entry market. Success in this space requires moving beyond traditional ground-mounted expertise. Developers must now account for storage economics, as the intermittent nature of solar generation on reservoirs often necessitates co-located battery energy storage systems (BESS) to ensure grid stability. Additionally, the grid readiness of remote reservoir locations remains a major concern; many sites lack the necessary evacuation infrastructure, requiring significant investment in substation upgrades and transmission lines. EPC firms that can demonstrate proficiency in marine-grade materials and complex water-surface logistics will hold a competitive advantage as the 5 GW pipeline matures.
The immediate future of the floating solar market depends on the government’s ability to streamline site allocation and establish clear technical benchmarks. As India continues to expand its renewable energy sector, floating solar is expected to play a pivotal role in optimizing land use and increasing capacity factors. Developers should monitor upcoming state-level tenders for specific requirements regarding water usage rights and grid connectivity, as these will be the primary determinants of project viability in the coming years.
