In the high desert of Emery County, Utah, the sun arrives hard and early. Nearly a million panels now catch it before most of the county has made coffee. The rows run so far in every direction that standing at the edge of the array feels less like visiting a power plant and more like watching the land itself turn to face the sky. Something else is visible from the edge of the field, though, and that detail changes everything about the story.
Emery County built its identity around coal. The Hunter and Huntington generating stations, two of Utah’s largest coal fired plants, anchored the local economy for decades, and the infrastructure they needed, roads, substations, high voltage lines strung across the canyon country, shaped the landscape as surely as the Colorado Plateau itself. When coal employment peaked in Utah in the early 1990s, Emery County was at the center of it.
That history left physical marks. The transmission corridors punched into this remote stretch of eastern Utah cost a fortune to build, and they were designed for one purpose: moving the output of burning coal west toward the cities. Nobody who drove a survey stake into this ground in 1970 imagined what those lines would eventually carry.
Construction began in September 2024 and required 849,268 labor hours. That figure is abstract until you try to picture it: if a single worker put in a full 40-hour week without interruption, it would take more than 400 years. Hundreds of workers spread across two Utah desert winters and one fierce summer to get it done.
The Green River Energy Center now generates 800 megawatts from 996,000 solar panels across 2,500 acres, and the $1.6 billion project used steel and the vast majority of other materials made in the U.S. Every panel had to be driven into ground that routinely freezes and bakes within the same calendar year. The hardware footprint also includes 484 Tesla Megapacks, and those batteries are not decoration.
The center pairs 400 MW of solar photovoltaic generation with 400 MW and 1,600 megawatt hours of battery energy storage. The solar half fills the batteries through the afternoon, and the batteries pay out through the evening hours when the sun is gone and demand is still climbing. A plant that runs on sunshine can now keep the lights on after dark.
In 2024, rPlus Energies amended a power purchase agreement with PacifiCorp to quadruple the battery storage capacity at the project then under development. Someone decided halfway through that good was not good enough, and grid operators tend to read a number like 1,600 megawatt hours twice.
Here is the twist that the county’s older residents notice first. The project has nearby access to transmission lines originally built for the Hunter and Huntington coal fired plants, making it an even better fit for the site. At Green River, that transmission bill was paid decades ago by coal, and the industry being replaced left behind the very infrastructure needed to replace it.
rPlus Energies announced commercial operations on June 23, 2026, and CEO Luigi Resta said at the commissioning ceremony: “This project exists because of this country, this community, and the long legacy of energy production here.” That is not a talking point; it is geography. rPlus Chief of Staff Theresa Foxley added that at any given moment the plant could be satisfying roughly 10 percent of Utah’s total load, enough to power some 110,000 homes, making it the largest solar and battery operation in Rocky Mountain Power’s six state footprint. On the day the ribbon was cut, the smokestacks of the Hunter Power Plant were visible in the background, still standing a few miles away across the scrubland.
In 2024, Utah Governor Spencer Cox announced Operation Gigawatt, an initiative aimed at doubling Utah’s energy production over the next ten years. As the largest solar and storage facility within PacifiCorp’s territory, Green River is the clearest signal yet that the state intends to reach that goal. The project is also investing locally through $375,000 in scholarships and a $45,000 donation to the Ferron Fire Department.
In the first quarter of 2026, 91 percent of all new grid capacity came from solar and storage, the highest quarterly share the duo has ever recorded. Green River’s location and its repurposed coal era wires give it a weight the raw numbers alone do not capture. It is proof that solar economics can reach deep into places that once seemed permanently beyond their range.
The 20-year power purchase agreement with PacifiCorp locks in a generation of clean output, and the plant’s operational life runs 40 years. Whether the domestic supply chain can service a fleet this size across four decades is a fair question the industry has not fully answered. For now, the desert is doing what desert does best, and nearly a million panels are catching every photon of it.
