Plano’s city attorney says, in his opinion, the Little Rock Township solar ban not valid.
Attorney Bill Thomas has reviewed the ordinance, which seeks to ban commercial solar operations in the township.
“In my review of the township website and their meetings and everything else, the copy of the ordinance that I have been provided with appears to be action based upon individuals, not the elected trustees of the township.”
The ban was enacted in 2025. Township residents and some officials have said recently that Plano City Hall’s continued hearings for a proposed 1,500-acre solar farm violate the ordinance because Plano is within the township.
Some of the properties proposed for the Plano Skies solar farm are already within city limits, while others would need to be annexed.
The Plano Plan Commission has been holding public hearings and listening to public comment on the project since the start of the summer.
The next hearing is September 8.
The Plan Commission will vote on a recommendation, but the City Council must give final approval for permits and annexation.
