Genex Power, owned by Japanese electricity utility J-Power, announced it has signed an early contractor involvement (ECI) agreement with Canada-headquartered PCL Construction for the first phase of the Bulli Creek Clean Energy Park that has an overall approved capacity of up to 2.5 GW of solar and large-scale battery storage.
Stage one of the project, being developed 45 kilometres southwest of Millmerran in the Queensland’s Western Downs region, now comprises a 300 MW solar farm and 425 MW / 1,700 MWh battery energy storage system (BESS).
The first stage was previously slated to comprise a 775 MW standalone solar farm but Genex said since the project was originally conceived, market conditions in Queensland have “changed materially, particularly for large standalone solar projects.”
“Following a period of review, Genex has taken the decision to reconfigure the first stage of Bulli Creek to be better aligned to current market conditions, and to reduce the overall risk profile of the first stage,” the company said.
Genex said the new first stage project is proposed to be developed as a solar and battery hybrid with subsequent stages likely to be similar in terms of scale and capacity mix. Bulli Creek has been approved as a multi-stage development of up to 2.5 GW of solar and BESS capacity.
PCL had previously been named as the preferred engineering, procurement and construction (EPC) contractor for the original first stage and Genex said the contractor’s strong understanding of the site conditions and its delivery strategy provided a strong foundation for progressing the project.
Genex is targeting a final investment decision in early 2028 with construction expected to commence soon after.
