Construction has begun on the Swan Energy Center, a 650-MW solar installation that Clearway Energy Group is building across parts of previously strip-mined acreage in northwestern Bates County, Missouri. This marks the company’s inaugural project in the state, backed by a 20-year power purchase agreement.
Once operational, the facility is projected to produce sufficient electricity each year for roughly 200,000 households. Blattner Energy is serving as Clearway’s construction partner, with the build expected to support as many as 500 jobs during peak construction activity, along with a number of permanent technician roles once the site begins operating.
John Woody, Clearway’s chief development officer, called the Swan Energy Center a major investment in Bates County that will bring dependable clean power and economic gains to the area, while thanking local partners for their confidence in welcoming the company.
Clearway has arranged a 30-year payment in lieu of taxes arrangement with Bates County, anticipated to produce over $80 million in revenue for local school districts and other county services. Additional contributions include $1 million this year toward emergency equipment purchases for the county; $288,000 each year during the project’s first decade of operations for 24 townships and road districts within Bates County to fund road and bridge departments; and $200,000 for the towns of Amoret and Amsterdam to upgrade public safety equipment.
Set to employ American-made solar panels and other components, the Swan Energy Center is slated to reach commercial operation in 2028. The site will preserve native grasses and floral resources to sustain pollinator habitat, including for the monarch butterfly, while also aiding soil drainage and health.
