The Energy Regulation Board (ERB) has approved 61 licence and construction permit applications, representing proposed investment of approximately K13.4 billion, equivalent to US$662.3 million, across Zambia’s electricity, renewable energy and downstream petroleum subsectors.
The approvals were granted at the ERB Licensing Committee meeting held on 14 October 2026. They comprise 48 initial and renewal licence applications, nine construction permit applications and four amendments to petroleum transportation licences.
The decisions reflect continued investor interest in expanding Zambia’s energy infrastructure and strengthening the country’s energy supply.
The electricity subsector attracted the largest share of the proposed investment, driven mainly by capital intensive power generation projects.
Notable approved developments include a proposed 150 MW coal fired thermal power plant in Ndola, a 125 MWp solar photovoltaic power plant in Mufulira and the 120 MWp Kasama Solar PV Power Plant.
Other projects include solar PV developments at Chikuni and Rusangu in Monze, Mwandi and Chadiza, as well as the expansion of electricity distribution infrastructure in the Chambishi Multi Facility Economic Zone in Kalulushi.
In the downstream petroleum subsector, the approved applications cover petroleum transportation, distribution, importation and exportation, lubricant related activities and liquefied petroleum gas retail.
The ERB said the LPG approvals support the transition to cleaner cooking. The approvals also include proposed petroleum retail facilities in Chongwe, Ndola and Chibombo, together with the addition of tankers to existing petroleum transportation licences to strengthen the fuel supply chain.
In the renewable energy subsector, the approvals primarily relate to the manufacture, supply, installation and maintenance of renewable energy generating equipment.
The ERB said the investments are expected to improve the resilience and reliability of electricity supply for residential, commercial and industrial users.
Collectively, the proposed investments demonstrate sustained investor confidence in Zambia’s energy sector. They also highlight opportunities to expand electricity generation capacity, accelerate renewable energy deployment and strengthen petroleum supply infrastructure.
The ERB reiterated its commitment to facilitating responsible investment through transparent, efficient and predictable licensing processes, while ensuring compliance with applicable legislation, regulatory requirements and established safety standards.
