The Togolese government is asking industry players to comment on the procurement structure for the Nangbéto Solar PV Project before it launches the official competitive tender. Power purchase and concession agreements commit the state to financial and operational obligations lasting decades, and the Ministry wants the framework to reflect market realities.
The Ministry is running the consultation with RELP, a clean energy nonprofit headquartered in Belgium. The draft documents open for review are the Concession Agreement, the Power Purchase Agreement (PPA), the Tender Dossier and the Technical Requirements. Eligible stakeholders can submit legal, financial and technical comments directly through the RELP Togo online tendering platform.
The Ministry says the exercise serves several purposes. Feedback on tariff structures and risk allocation is intended to protect the state budget from overpaying over the 25 year life of the contracts. Input from financiers and IPPs should help align the concession terms with international lending standards, which the Ministry expects to result in stronger bids. Contractors and suppliers are asked to confirm whether the technical requirements are realistic given supply chain conditions and regional grid constraints.
The consultation is also meant to give institutional developers and lenders greater confidence in Togo’s wider 400 MW clean power programme. By testing the market early, the Ministry aims to set a transparent framework that extends across several years.
The first tranche will be built on a 203 hectare site near the existing Nangbéto hydroelectric dam, about 200 km northeast of Lomé. The tender is anticipated by the end of the year, once the Ministry has reviewed the comments received.
