Solar-farm freeze may continue in Davenport as council weighs extension – KWQC

DAVENPORT, Iowa (KWQC) – The Davenport City Council will decide Wednesday whether to extend a moratorium on new solar farms and freestanding solar panels.
TIMELINE
City leaders enacted a moratorium in May 2025 to give staff the time to evaluate regulations and propose needed changes, according to city documents.
The moratorium was extended until Feb. 12 to give the council time to review the amended solar sections of the zoning code.
In December, the council voted to postpone changes to the solar ordinance until after the West Davenport Land Use and Infrastructure Study is completed. The study is not expected to be finished before current moratorium expires.
On Wednesday, leaders will decide whether to extend the moratorium until June 25, a date that would align with the completion of the land use study.
Officials said no one has reached out to the city about potential solar farms or freestanding solar so far.
The moratorium will end early if leaders approve changes to solar regulations before then.
