Keystone Power Holdings, LLC, wants to build a 560 kilowatt solar array on approximately 1.5 acres of land adjacent to the Effingham Wastewater Treatment Plant to supply the city with cheaper electric for the next 30 years.
Keystone approached Public Works Director Jeremy Heuerman with a 30-year agreement that would set the beginning purchase price at $0.0698 per kW hour. The rate would annually increase by 1.25%.
