Gujarat Urja Vikas Nigam Ltd (GUVNL) has invited bids to develop standalone battery energy storage system (BESS) projects connected to the state grid, with an aggregate storage capacity of 4,000 MWh (1,000 MW × 4 hours) in Gujarat.
GUVNL plans to procure the storage capacity on an “on-demand” basis to meet the requirements of state distribution companies during peak and off-peak periods.
Selected battery energy storage system developers (BESSDs) will develop the projects on a build-own-operate (BOO) basis and enter into battery energy storage purchase agreements (BESPAs) with GUVNL.
The agreements will allow GUVNL to schedule up to two complete charge-discharge cycles per day, subject to a maximum of 480 cycles per contract year.
The BESS projects will draw electricity from the Gujarat Energy Transmission Corporation (GETCO) network for charging and inject electricity back into the network in accordance with dispatch instructions issued by the State Load Dispatch Centre (SLDC), in consultation with GUVNL. GUVNL will provide the electricity required to charge the BESS, subject to the minimum system efficiency specified in the agreements.
BESS projects totaling 4,000 MWh will be selected through an e-bidding process followed by an e-reverse auction. The minimum bid size is 260 MWh, equivalent to 65 MW/260 MWh for a four-hour system.
The BESS must be designed to charge and discharge at a C-rate of 0.25. These can be located anywhere in Gujarat, connected with the Intra State Transmission System (In-STS). The BESS developers must guarantee a minimum system availability of 95% on annual basis.
