The European Parliament’s Committee on Industry, Research and Energy has voted to amend regulations governing trans-European energy infrastructure. The regulations, known as TEN-E, cover the pipelines, cables and other facilities that carry energy across borders within the EU.
According to an update published by the European Parliament, the proposals include giving the European Commission “a strong role in developing a common energy scenario and ensuring that infrastructure decisions are based on shared and consistent data.”
The legislation will also introduce tools to identify gaps in the electricity and hydrogen networks.
Other updates include streamlining authorisation for key projects and requiring authorities to consider whether existing networks can be optimised, or whether digital and demand-side solutions could address the identified need before approving new physical infrastructure projects.
The update adds that future grid expansion should look to actively support market integration and help to lower prices for households and businesses, while also contributing to the EU’s wider climate neutrality goals.
Tsvetelina Penkova, Member of European Parliament for Bulgaria, said the measures mark an important step towards making the EU’s infrastructure planning more democratic, transparent and accountable.
“The new rules should also help reduce the electricity price disparities among member states and regions, ensuring that all EU citizens can benefit from a more integrated energy market, stronger security of supply and fairer access to affordable energy, regardless of where they live,” Penkova said.
Industry committee MEPs also voted in favour of commencing talks with the Council of the European Union on the final shape of their legislation, if their decision is endorsed at an upcoming plenary session.
Last December, the European Commission put forward plans to revise TEN-E regulations as part of a wider package of measures targeting grid infrastructure reforms.
