Subject: Notification of the L1 bidders of different States in Part-A (Capex) and Part-B (RESCO) for price matching by L2, L3,L4….and so on.

1.0      The“Request for Selection(RfS)” was floated by SECI for Selection of bidders for implementation of 50 MW Grid Connected Roof Top Solar PV Projects (Phase-IV) vide RFS No.: SECI/Cont./SRT-IV/70/2014 dated 24.03.2014 and subsequent amendments and clarifications issued by SECI, dated 12th April, 2014, 17th April, 2014, 28th April, 2014, 2014 and 1st May, 2014. The Price bid opening of bids of qualified bidders was held on 10th  July,2014,in front of representatives of the bidders who wished to be present.

2.0       Subsequent to evaluation of bids by SECI, following list of bidder’s stateswise is prepared in the ascending order of the price quoted by the bidders for different models viz. Part-A (CAPEX) and Part-B(RESCO).

3.0  All the bidders, other than L1 bidder of a state, can give their consent (in the format as attached herewith in Annexure-1) by 21st July, 2014, for matching the L1 price of the State in which he has submitted his offer for Part-A and for Part-B .After the receipt of consent, Capacity will be allocated to all the bidders at L1 price of the State.

As per the RFS, L1 bidder in a State is a successful bidder and subject to L1 price matching by other bidders of a State, other bidders shall also be called as Successful bidder(s).

For example: In Maharashtra, we have received bids for 9MW in Part-A against the tender capacity of 3MW. After the receipt of consent for matching the L1 price by all the bidders of the State, 9MW capacity can be allocated to all the bidders of the Maharashtra at L1 price. Same procedure may be adopted for other states as well where bids are in excess of tender capacity are received by SECI in Part-A and Part-B.

Note: Matching of L1 price in Part-B shall mean matching of entire tariff stream of 25 years.
