Croatia’s transmission system operator HOPS has given the green light to a grid infrastructure plan for an investment consortium’s planned 1GW artificial intelligence data center campus in Topusko, which incorporates a 500MW solar photovoltaic installation.
The proposed site, spanning 310 acres roughly 90 kilometers south of Zagreb with room to grow to 450 acres, is built for up to 1GW of total capacity and 800MW of usable IT load in line with Nvidia‘s Gigawatt Scale AI Factory specifications. According to the consortium, the complex will draw power from a 500MW solar farm on location and an 8,000MWh battery energy storage system.
The consortium indicated it is now working toward a grid connection deal, with building work slated to start in early 2027. The authorized blueprint involves over EUR500 million (US$568 million) in transmission assets, including 280km of new power lines, fiber-optic cables, and a 400kV substation.
Mario Gudelj, project director for Pantheon AI, stated that Croatia’s biggest private investment to date is advancing thanks to the drive from a unique collaboration: Croatian know-how, American funding, top-tier allies in Koncar and Greenvolt, and ongoing backing from the Ministry of Economy of the Republic of Croatia and Hrvatska elektroprivreda (HEP Group).
The consortium said it will hand over the finished infrastructure to the Republic of Croatia for permanent ownership and operation, with the outlay aimed at bolstering the nation’s power transmission network and easing current grid limitations. The initiative will feed the planned AI data center while unlocking grid capacity for over 5GW of new renewable energy generation that is now held back by transmission bottlenecks in Croatia.
Pantheon Atlas noted that the HOPS approval tackles what it called a major hurdle for large-scale data center development across Europe: grid access. It also pointed to forecasts that data center electricity consumption in Central and Eastern Europe will triple or quadruple by 2035, with no gigawatt-scale AI-focused facility currently operating in the area.
Project collaborators include Koncar Group for the new substation, Dalekovod Projekt for transmission infrastructure design, and Parsec Lab for data center design and engineering. In April 2026, Pantheon Atlas unveiled plans to build the EUR50 billion (US$58.5 billion) AI data center. The company said construction of the Pantheon AI campus would start after an initial EUR12 billion investment, with the facility set to reach full operation in the first quarter of 2029. Furthermore, Spanish independent power producer Greenvolt inked a letter of intent to develop the project’s solar and storage components.
