The county is barring new solar farm development for the next 12 months.
The Pasquotank Commissioners voted to implement a 12-month moratorium on any new solar farm construction during their July 20 meeting. The pause will give staff time to review and update the county’s Unified Development Ordinance.
During a previous work session, the commissioners requested that the maximum acreage be reduced. The UDO changes for solar facilities will likely center around that decision.
According to Pasquotank Manager Sparty Hammett, solar farms are currently limited in the county to a maximum of 15,000 acres, with a minimum separation of one mile between solar farms with use permit approvals.
A public hearing was held before the commissioners’ vote, but no one signed up to speak.
The temporary halt on solar farms will last one year, but may be lifted early when the new UDO is completed. The moratorium will not affect currently established solar farms in the county.
This is the second moratorium the county has recently implemented.
In May, the commissioners placed a 12-month moratorium on data centers. One resident spoke during the public hearing, citing environmental and infrastructure deficits as the basis of her request for the moratorium to be put in place. County staff agreed with her statements and recommended the moratorium.
The moratoriums are allowed under North Carolina General Statute Chapter 160D-107, “Moratoria,” which was presented to commissioners.
