Something like a million and a half people a year get on a ferry in San Francisco, spend a couple hours walking through the Alcatraz cell house with an audio guide on, and go home. If you’ve done that tour, you stood inside a building with a 305-kilowatt solar array bolted to the roof, and you probably didn’t notice a thing. You weren’t supposed to. Hiding it was most of the job.
The island makes its own electricity because it doesn’t have another option. There’s no power line out from shore. There used to be an undersea cable to the city, but a ship’s anchor cut it, nobody ever repaired it, and Alcatraz went back to burning things. Coal first, then diesel, brought across the bay by boat at up to 2,000 gallons a week to feed the generators in the old power house.
That’s a pretty expensive way to keep the lights on in a gift shop.
Because the Park Service spent the better part of two decades making sure you couldn’t. National lab engineers first looked at solar on the island in 1995. An early plan put panels on one of the old industrial buildings further down the rock, preservation officials objected because those would have been visible from the island paths and from the bay, and the whole thing stalled.
What eventually unstuck it was panel efficiency. By the time federal stimulus money showed up, panels had gotten good enough that the entire system fit on the cell house alone, which sits at the highest point on the island and happens to have a parapet running around its roof. Keep the array low enough and the parapet hides it. From the water you see a stone building.
That’s the whole trick.
A lot of write-ups say the panels were laid flat. They weren’t, quite. SunLink, the Bay Area company that engineered the racking, set them at two different tilt angles, 5 degrees and 15 degrees, across two sections of roof. CEO Chris Tilley told Solar Builder that a 15-degree layout produces more, but it “rises higher off the roof so it can be visible.” So one section trades output for invisibility and the other doesn’t have to. Five degrees doesn’t sound like a big design decision, and it’s the reason you can’t pick the array out from a boat.
The rest of the mounting design is a response to where the thing lives. Alcatraz sits in wind exposure category D, the harshest classification there is, on a rock that speeds the wind up as it comes over the top. Then add salt and fog. SunLink built the structure from aluminum and stainless steel with custom feet meant to absorb wind loads, and the array is bolted through the roof rather than weighted down on top of it, which on a roof that old took a fair amount of structural engineering for something nobody is allowed to look at. Preservationists watched the crews the whole way through and at one point threatened to sue over accidental damage to a concrete slab, according to an account of the build given to Greenbiz by Darren Hammell, co-founder of the company that supplied the microgrid gear.

If you’d rather see the opposite approach, the Vatican put 2,400 panels on an audience hall roof and a building in Queens stood its array bolt upright. Alcatraz went the other way and made the array disappear.
Not solar panels, exactly. It runs on a microgrid, a term that gets thrown around a lot and basically means a small self-contained power system that balances its own generation, storage and demand with no utility on the other end. Here that means panels on the cell house roof, a bank of inverters, a room of lead-acid batteries, two diesel generators, and a controller deciding which of those is carrying the island at any given moment. If you’ve seen a house with solar panels and a home battery, it’s that, scaled up, with a diesel backup that actually gets used.
The order matters. Sun first, batteries second, diesel last. The National Park Service says the island typically pulls 70 to 80 kilowatts. That’s a busy restaurant, not a city.
Federal energy managers and the National Renewable Energy Laboratory went back after the first two years of operation and found solar covering 45 percent of the island’s energy, against the 60 percent the system was sized for. There’s nothing exotic about the cause. The diesel generators were charging the batteries, so when the sun came up there was nowhere to put the power and a chunk of it got thrown away. Curtailment, in the trade. Your panels are making electricity, the system doesn’t have room for it, so it stops taking it.
Better set points and eventually a smarter controller could cut that waste to about 5 percent, save another 15,000 gallons of diesel a year and add a third to battery life, according to the Energy Department’s breakdown of the microgrid. I can’t tell you whether the Park Service ever got that controller, because I can’t find a public update saying it did.
The headline output numbers are softer than they look, too. The Energy Department’s case study lists 400,000 kilowatt-hours a year, which was the design figure, while a Park Service number puts actual production above 320,000. Federal pages also give the project cost as $3.6 million, $7.1 million and $8.5 million depending on which one you open, so I’d treat any single dollar figure here as approximate.
On April 3, 2026, the White House asked Congress for $152 million to cover the first year of turning Alcatraz back into what the request calls a “state-of-the-art secure prison facility,” part of a proposed $1.7 billion increase for the Federal Bureau of Prisons. Budget requests are wish lists. Congress hasn’t appropriated the money, the island still belongs to the Park Service, and the bureau’s feasibility study still isn’t finished.
If it ever does happen, the power plant turns into somebody’s problem quickly. The Bureau of Prisons says the penitentiary was nearly three times more expensive to run than any other federal prison when it closed in 1963, and the reason was logistics. Fuel, water, food, staff, all of it by boat. A working high-security facility would need considerably more than 80 kilowatts, and I don’t know how much more, and frankly nobody does until that study lands. What’s on the roof today was sized for a museum with a snack bar.
As of its December 5, 2025 update, the Energy Department’s Alcatraz case study says the volume of diesel shipped to the island is down about 75 percent from 2012. That’s a decent return on 959 panels nobody’s allowed to see.
