Pakistan seeks consultant for distributed solar project – pv magazine Global

Pakistan’s Private Power and Infrastructure Board (PPIB), a statutory organisation under the country’s Ministry of Energy, is searching for a consultant to support the development of 100 MW of distributed solar power plants.
Available tender details state the distributed PV plants will be built in the northern region of Gilgit-Baltistan. PPIB is responsible for procuring the consultancy, while the Water and Power Department of the government of Gilgit-Baltistan is the executing agency.
The chosen consultant will be responsible for independently verifying the non-solar works of the project, including transmission and distribution lines, fiber optic networks, substations, approach roads and project-wide control, monitoring and energy management systems.
Tender details add this will involve verifying each component through its applicable completion, commissioning, energisation, taking-over or commercial operations date.
The consultancy will also be required to ensure procurement, designs, materials, installation, testing, commissioning, contractual milestones and payment claims comply with applicable contracts, approved designs, specifications and requirements. All solar plant equipment used in the project falls outside the scope of these consultancy works.
The tender opens with an expression of interest stage, with eligible and experienced consulting firms invited to apply. The opportunity is also open to international bidders. The deadline for applications, which must be submitted electronically, is November 30.
Pakistan’s solar market is experiencing rapid growth, led by the rollout of distributed solar systems. In August, analysis by the Pakistan Solar Association revealed distributed solar supplied 27% of Pakistan’s electricity in 2025.
A paper published last month found registered net metering is concentrated among higher-income customers in the best-served utility areas in Pakistan while unregistered off-grid and behind-the-meter systems dominate where the grid is least reliable, creating a hidden boom of distributed solar systems.
